People complain about over policing in black neighborhoods. Then, whenever the police are unable to solve a crime in these same neighborhoods it is because they are under policed. Can’t be both. Education can help solve many problems, but values are learned in the home. All homes, white, black, or any other, where the father is missing are disadvantaged.
